As most counties in California, Lassen County adheres to a superior court system. This is a common law system in which the superior court generally maintains unlimited jurisdiction and hears both civil and criminal cases. Lassen Superior Court is one of 58 subdivisions of the California trial courts, and is located in the county seat of Susanville. Prior to being consolidated in the 1900s, Lassen courts were made up of multiple Justice Courts, as well as one Superior Court department.

Justice Courts were of limited jurisdiction, and could be considered equal to the jurisdiction maintained by municipal courts. In Lassen County, such courts were located in Standish, Susanville, Westwood, Ravendale, and Bieber. Justice courts were generally presided over by lay judges.

However, the Standish and Ravendale courts were absorbed into the Susanville court in the early 1900s. By 1976, the Westwood and Bieber courts had also been merged with the Susanville court which now served the entirety of Lassen County.

The Superior Court of Lassen County most commonly handles criminal cases due to the fact that the county is home to at least three prisons.

Under California law, the amount in controversy may also help determine which court will hear your case. For example, the following is a list of courts as organized by the amount in controversy:

  • Small Claims Courts: Small claim courts are courts of limited jurisdiction, which means that they can only hear cases where the amount in dispute is less than $10,000;
  • California Superior Courts: Superior Courts also have limited jurisdiction, and are allowed to hear cases where the amount in controversy is less than $25,000. However, superior courts have exclusive jurisdiction in most cases where the amount in controversy exceeds $25,000; and
  • Specific Courts: Courts such as a bankruptcy court, or probate court, have exclusive subject matter jurisdiction, which means certain legal issues fall specifically in those courts.
