Named after Elias Kane, the first U.S. Secretary of State from Illinois, Kane County, Illinois was formed out of LaSalle County in 1836. Once a prairie community, modern day Kane County is a thriving agricultural-industrial area and the fifth most populous county in Illinois, with over 515,000 residents. This surcharge was then paid to local horse racing tracks to subsidize a decline in business.
