The sixth wealthiest county in the nation, Morris County, New Jersey lies approximately 25 miles west of New York City. Morris County, created by an act of the state legislature in 1738, is named after Colonel Lewis Morris. The Morris County Park Commission has preserved over 11,000 acres of land for leisure time and recreational use, helping the county to retain much of its natural beauty.

The lawsuit sought to recover a $250,000 advance from Quick Chek given to a Morris County businessman after he attempted to bribe a Morris County mayor. The businessman offered $20,000 of the advance in order to obtain a zoning variance from the local government. The variance would have allowed construction of a Quick Chek facility on the site of an old gas station; however, the city refused to grant the variance in order to pursue a community revitalization effort.
