Located off the shores of Lake Michigan, Racine is a city and the county seat of Racine County, Wisconsin. The city has a population of approximately 81,000 residents. University of Wisconsin–Parkside is located on the border of Racine and Kenosha.
In March 2010, Racine resident Frank Hannan Rock was awarded a $10,000 judgment from the city and two police officers after filing suit in September 2009 for improper arrest. Rock had been arrested for obstruction of justice after he refused to give his name to police who were investigating a complaint of shots fired. The lawsuit also challenged Wisconsin’s Gun Free School Zone Act, which restricts gun possession within 1,000 feet of a school. Rock claims that the act is too restrictive for gun owners. This portion of the suit is still pending.
Legal issues arising out of Racine are adjudicated by one of two courts within the county. The Racine County Circuit Court has exclusive jurisdiction over all civil disputes, domestic relations matters, criminal charges, and juvenile matters. It also has jurisdiction over traffic and local ordinance violations, but these are typically handled by the Racine Municipal Court. The Municipal Court also presides over first offense DUIs.
