Recently, a Panama City Beach man was arrested after repeatedly firing a handgun and claiming that he killed two people.  After being questioned by authorities, the disoriented man confessed to firing the gun into the ground behind his home six times after learning the results of the Presidential election.  Officials confiscated his weapon; they also detained him and later escorted him to Bay Behavioral under the Baker Act.  The Baker Act allows authorities to temporarily detain individuals for the purpose of conducting a mental examination where there is evidence that they have a mental illness, and pose a danger to themselves or others, or are self-neglectful.
